Questionnaire for Parties on the Implementation of and Compliance with the Basel Convention Take-back Provision

During the tenth meeting of the Conference of the Parties to the Basel Convention (COP 10), there was adoption of Decision BC-10/11 which requested that the Committee for Administering the Mechanism for Promoting Implementation and Compliance with the Basel Convention (ICC) review the implementation of and compliance with the take-back provision by Parties to the Convention. This provision is set out in paragraph 2 of Article 9 of the Convention. The decision included the performance of a review of the difficulties faced by Parties in implementing this provision, and the development of a guidance document based on best practices as well as the suggestion of a harmonized approach to the implementation of this provision.

To this end, a questionnaire was developed by the ICC. It aims to collect information from Parties on their implementation of and compliance with the take-back provision, including the difficulties they face. Information collected from Parties will be used as a basis for the development of a report on Parties' implementation of and compliance with the take-back provision, including a guidance document on best practices and suggesting a harmonized approach to the implementation of this provision.

The questionnaire is to be submitted electronically and instructions for completing and submitting the questionnaire can be found on the document made available here in English, Spanish and French. The ICC encourages national focal points to seek the cooperation of competent authorities in completing this questionnaire. Questionnaires are to be submitted to the Secretariat no later than 10 July 2012. Any substantive questions pertaining to this questionnaire may be addressed to Ms. Juliette Voinov Kohler (Juliette.kohler@unep.org). Any IT questions pertaining to this questionnaire may be addressed to Mr. Julien Hortoneda (jhortoneda@pops.int).
